Since the end of the Second World War, the U.S. has shifted from a production oriented economy to a consumer oriented economy.  To avoid eventual economic and ecological disaster, the federal government needs to adjust policy to reverse this trend.

Using the power of credit, the Government should foster the building of the new economy.  Like China, We need to invest 5% of GDP or $500 billion annually in new energy, transportation and water infrastructure.
